Dead Rising 3 Frame Rate Unlock
The frame rate for Dead Rising 3 is sadly  locked at 30fps

1.Download the user.ini file from the link
2.Put the user.ini in your dead rising 3 install folder(whatever folder
 has the game icon to start the game).
3.start the game

Just remember that you will need a rig with some ram on the graphics card.
